Key findings

• 53%

  of companies plan to run AI applications or models on European cloud providers within two years, up from 40% today. Hyperscalers go from 54% to 48%.

• 76%

  of companies see European cloud providers as their primary provider, as equal to international providers, or as an important addition.

• 70%

  of companies expect protection from legal access by countries outside Europe to be highly important for their cloud strategy in three years.

• 56%

  of companies say US foreign policy makes them less certain about their infrastructure strategy, about the same as in 2025 (57%).

  Ease of use now ranks second among the criteria for choosing a cloud provider, up from fifth in 2025. A broad product portfolio fell from second to fifth.

• 66%

  of companies plan or consider moving significant workloads or changing their primary cloud provider in the next 12 to 24 months. Only 42% think a quick switch would be easy.
